Estate parking

Residents have decided that they want controlled parking on all Poplar HARCA estates.

To park on the estate you need a permit, which must be clearly displayed in the windscreen of your vehicle.

You must park in a designated parking bay. All bays are numbered and your permit will show the number of your bay on it.

Your vehicle will be removed if it is parked on green areas, grass verges, yellow lines, pavements or anywhere that obstructs emergency access. This also applies to blue badge holders.

Hours of operation

Parking attendants will patrol the estate on a 24-hour basis, except for Public Holidays and Eid. Removal operation is from 8.00am to 8.00pm and pound operation from 8.00 a.m. to 11.00 pm. Civil Penalty Notices will be issued all day and through the night. (Vehicles will not be towed from 8.00 p.m. to 8.00 a.m. Civil Penalty Notice ticket will be issued)

Who is eligible for a parking bay?

Anyone can apply for a parking bay.

Priority will be given to Poplar HARCA residents, and to people with a disability who hold a blue badge.

If you are a Poplar HARCA resident you must have a clear rent or service charge account, or be keeping to an agreement you have made to pay.

How to apply for a parking bay

  • Contact your local Poplar HARCA housing team

You will be asked to provide documents that prove the vehicle:

  • is registered at your address (unless it is a company vehicle)

  • is insured

  • has a valid MOT certificate

If there are bays available you will be issued a permit immediately. If there are no bays available you will join the waiting list.

How much do parking bays cost?

Permits are £1.49 per week for residents and £3.50 for everyone else

If you have a blue badge you will not be charged for a permit.

If you are not a Poplar HARCA resident you will be asked to pay a 6-month fee in advance

If you have a blue badge

You should still apply for an estate permit. Where we can we will designate a specific numbered bay for you to use.

On most of our estates we have designated bays for blue badge holders visiting the estate to use. The blue badge must be clearly displayed in the windscreen.

How long is a permit valid for?

A permit will last a year.

We will write to the permit holder one month before their permit expires to remind them to renew it.

When you renew it you will be asked to provide documents that prove the vehicle:

  • is registered at your address (unless it is a company vehicle)

  • is insured

  • has a valid MOT certificate

If your tax has expired

The vehicle will be removed unless a SORN declaration from the DVLA is clearly displayed in the windscreen.

Lost permits, changing bays or changing vehicles

There is a £10.00 charge to issue a replacement permit

Appeals

Appeals about enforcement ticket penalties must be addressed to The Car Parking Partnership, PO Box 597, Northampton NN4 7XN, Telephone number for payments 0871 2277275. Web payments/appeals www.carparkingpartnership.co.uk. Appeals against removals must be submitted to the CouncilÕs Parking Team, Estate Appeal Section, Tower Hamlets Council, Leven Rd. Poplar E14 0LL within 28 days. Telephone number 0207 364 1360.

Please note that appeals will not be accepted from permit holders who do not display the permit correctly.

Poplar HARCA will not consider complaints about enforcement penalties and fines.

If a vehicle is parked in your bay

If you cannot park in your bay telephone 0207 364 1360 and the CouncilÕs parking team will issue you with a ÔdispensationÕ number to park somewhere else while they deal with the vehicle parked in your bay.

Visitors

Visitors Scratch Cards are available from the Parking Shop at 333 Bethnal Green Road, London E2 6LG, telephone number 0207 364 5003

Visitors can only park in the designated visitor bays and a scratch card does not guarantee a bay will be available.

If you are having something delivered

If you are waiting for a delivery, telephone 0207 364 1360 and the CouncilÕs Parking Team, will issue a dispensation number.

If you are having works carried out to your home by a private contractor

You can contact telephone 0207 364 1360 with the details, the CouncilÕs Parking Team will ask you the registration number of the vehicle and where it is parking, also how long the vehicle will remain, they will then issue a dispensation.

Are there any exemptions

Supermarket delivery vehicles displaying company logo

Utilities company vehicles i.e. gas, electricity, water and undertakers vehicles.

If you suspect your vehicle has been towed away

Contact TRACE (towed vehicle tracing service) on 020 7747 4747 to confirm if your vehicle has been taken to the contractorÕs pound.
