How we’re regulated

Regulator of Social Housing

We’re a Registered Provider of Social Housing, which means we’re regulated by the Regulator of Social Housing (RSH) to make sure we’re meeting the standards for your homes, communities and the services we provide.

The RSH has two types of regulatory standards that we must meet:

Economic Standards:

Landlords are well-managed and financially stable. This is graded through a G1/V1 grading.

  • Governance and Financial Viability Standard: This sets out how well we are governed and whether we are financially stable
  • Value for Money Standard: This looks at whether we’re making the most of the resources we have, including the rent we receive
  • Rent Standard: This sets out how rents must be in line with government policy

Consumer Standards:

Residents have quality homes, choice, engagement opportunities, and can hold their landlords accountable. This is graded through a C1 grading.

  • Safety and Quality Standard: This sets out how we must provide safe, good-quality homes and services
  • Transparency, Influence, and Accountability Standard: This sets out standards for fairness and respect, accessibility and choice for residents, engagement opportunities, performance and complaints
  • Neighbourhood and Community Standard: This sets out how we look after our communities and neighbourhoods, keep you and our community safe and working closely with other community partners
  • Tenancy Standard: This sets out how we must let homes responsibly and in line with legislation

Each year we carry out a self assessment against the standards and report to our Board demonstrating compliance.

Landlords are inspected once every 4 years and given a grading for governance, viability and consumer standards.

Housing Ombudsman Service

Complaints are regulated by the Housing Ombudsman Service. You can learn more about how to make a complaint on our complaints page.

Financial Conduct Authority

We are a Registered Society under the Co-operative and Community Benefit Societies Act 2014. The Financial Conduct Authority (FCA) oversees our registered society status.

Charity Commission

We also have a registered charity within the Poplar HARCA group called the Communities & Neighbourhoods Trust, which is overseen by the Charity Commission. The Charity Commission regulates charities in England and Wales, to ensure that the public can support charities with confidence.
