We want it to be easy for you to park outside your home. Parking Control Management (PCM) Ltd, who manage our car parking schemes, carry out regular patrols to make sure parking is convenient and hassle-free. They also issue penalty charge notices to drivers who park incorrectly.

Applying for parking or garages

Anyone can apply for a parking bay or a garage at our estates. However, we have a limited number of available parking spots.

For this reason, we have introduced a priority system:

  • blue badge holders get priority
  • our other tenants, leaseholders and their families next

Can I park on a Poplar HARCA estate?

Only if you have a permit for a bay and the vehicle is registered to use the bay.

Who is eligible to apply for parking?

Anyone can apply for estate parking, but priority is given to:

  • Poplar HARCA tenant or resident leasehold household with a blue badge, then
  • Poplar HARCA tenant or resident leaseholder required by Poplar HARCA to relocate, then
  • Poplar HARCA tenant or resident leaseholder, then
  • Anyone else

Who can’t park on the estate?

We won’t consider an application from anyone who owes Poplar HARCA money.

We will end a license if someone falls into debt with Poplar HARCA, or if needed for a Poplar HARCA tenant, resident leaseholder, or shared owner.

How much does it cost?

From 1st April 2025, the weekly charge for tenants (including their spouses/partners) and resident leaseholders is:

  • £6.86 Parking bay
  • £17.25 Garage or underground parking
  • £2.90 Pramshed

The weekly charge for spouse/partner of resident leaseholder (includes VAT):

  • £8.23 Parking bay
  • £20.71 Garage or underground parking
  • £3.48 Pramshed

The weekly charge for everyone else (includes VAT):

  • £8.23Parking bay
  • £22.18 Garage and underground parking
  • £7.40 Pramshed

The weekly charge for tenants (including their spouse/partner) and resident leaseholders with a Blue Badge:

  • £0 Parking bay
  • £8.63 Garage or underground parking

The weekly charge for spouse/partner of resident leaseholder with a Blue Badge (includes VAT):

  • £0 Parking bay
  • £10.35 Garage or underground parking

What time does parking control operate?

When does parking enforcement operate?

24/7 except:

  • Brownfield Estate: 24 hours a day, 365 days a year.
  • Burdett Estate: 8am-4pm Monday-Thursday.  8am-12 noon Fridays.

When is parking enforcement suspended:

  •  1-3 January
  •  25-28 December
  • Public holidays
  • Eid

I'm a blue badge holder, where can I park?

There are designated bays for blue badge holders on every estate.

We’re aware of the increased demand for electrical vehicle charging points. Below is a map of the local EV charging points including the option to explore wider areas and find exact locations/addresses for the EV points best suited for you.

What should I do if I receive a Penalty Charge Notice (PCN)?

Penalty Charge Notices (PCN) can be served for minor motoring offences, and ignoring it can lead to increased fines. Please get in touch with Parking Control Management UK (PCM) to make a payment. You can reach them via email at info@pcm-uk.co.uk or phone at 01753 512 603.

Someone has parked within my designated bay, what can I do?

If you find someone has parked in your space, you should contact Parking Control Management UK (PCM) who will send out their team to issue a PCN. You can reach them via email at info@pcm-uk.co.uk or phone at 01753 512 603.

For dangerously parked vehicles, you may need to report it to either us, the council or the police. Click the links below for further guidance.

Can I fit a parking post?

Only with Poplar HARCA’s permission.

To apply get in touch with us through your MyHarca account or email parkingteam@poplarharca.co.uk

Parking posts installed without permission will be removed, and the owner recharged the cost.

 

How can I get a visitors permit?
