We top Inside Housing’s Biggest Builders survey

11/08/2025

We’re very pleased to share that Poplar HARCA has been placed number one in the country for the biggest increase in new home completions in 2024-2025.

The significant 181.5% increase identified in Inside Housing’s annual Biggest Builders survey, is driven by 214 new affordable homes acquired at Poplar Riverside and One Thames Quay.

Here’s a breakdown of the new homes we provided in Tower Hamlets, in 2024-2025:

  • 102 new homes for affordable and London Affordable Rent
  • 112 new homes for shared ownership
  • Of the new homes for rent, 49 are 3+ bedroom family homes

The all new affordable housing was delivered in partnership with St William and Chalegrove Properties, in part thanks to government funding and with ongoing support and collaboration with Tower Hamlets Council.

Residents who’ve moved into the new flats told us they’re feeling the positive difference their homes are making:

Arthur, who moved into Poplar Riverside, shared:

“My living situation wasn’t the best. I can see, I can feel the difference in here… The difference is night and day.

The neighbours, all the people since I started moving in… everybody I’ve met, they’ve all had a smile on their face.”

Sarah, who downsized to a new home at Poplar Riverside, said:

“It’s like a new beginning. I’ve got this balcony where the kids can play, and I can keep an eye on them. I feel more homey. It’s a lot better.”

Paul Dooley, our Director of Development and Regeneration, said:

“We’re proud to contribute towards tackling the housing crisis in east London. To achieve such a significant increase nationally — and with all of these homes for affordable rent or shared ownership — is fantastic. These homes are paving the way for what’s coming this year and beyond.”

“It’s like a new beginning."

2025: A landmark year

This recognition from Inside Housing comes as we prepare for another landmark year for new homes and places in Poplar and Bow.

Stroudley Walk regeneration

59 affordable homes for rent will be handed over to Tower Hamlets residents by this autumn.

A further 23 homes for rent and 33 for shared ownership will complete in 2026, alongside new green spaces, improved public spaces, a community hub and new shops for existing Stroudley Walk businesses.

The Stroudley Walk regeneration is being delivered with Muse, our development partners, McAleer & Rushe, who’re leading on the construction and support and funding from the Greater London Authority (GLA).

Teviot regeneration

Approved by Tower Hamlets Council in July, in partnership with The Hill Group we’ll deliver 1,928 new homes, including 508 affordable homes, green spaces and play spaces, new shops, community and faith facilities and improved infrastructure.

With The Hill Group, we’ve been working on the Teviot regeneration plans with the community, architects, BPTW and planning consultants, Lichfield.
